Title: Senior Research Analyst

The City and County of Denver's Office of the Independent Monitor is seeking an accomplished professional to perform a wide range of analytical work to support its operations and policy analysis program. We offer a rare opportunity to do cutting-edge criminal justice policy analyses that directly impact the community. The mission of the Office of Independent Monitor is to ensure accountability, effectiveness, and transparency in the Denver Police and Sheriff disciplinary processes by:
(1) Monitoring investigations into complaints and critical incidents involving uniformed personnel and making recommendations on findings and discipline; (2) Conducting data-driven policy and practice analyses of potential issues related to officer/community contacts; (3) Publicly reporting on patterns of complaints, findings, and discipline and making recommendations regarding policy issues; and (4) Promoting alternative and innovative means for resolving police complaints, such as mediation.
-Plan, organize and conduct data-driven evaluations of police and sheriff department policies and practices. For an example of the type of work that the OIM is engaged in, see our recent analysis of the process for handling inmate complaints inside Denver's jails: www.denvergov.org/Portals/374/documents/Semiannual_Report_Final_2013-12-02.pdf -Administer the OIMs data management and research program. -Perform complex quantitative analyses of police and sheriff-related data. -Coordinate the preparation of detailed semiannual and annual reports on patterns in complaints, workload and investigation outcomes. -Develop new methods for collecting, cleaning, analyzing, and reporting on quantitative data. -Develop error checking programs and ensure that data collected are timely, reliable, and valid. -Assist in developing, recommending, and coordinating the implementation of new process related policies and procedures. -Perform other related duties as assigned or requested.
QUALIFICATIONS -A Ph.D. in criminology, criminal justice, sociology, public policy, public administration, or other related discipline is strongly preferred. -Candidates with a masters degree or who are ABD in criminal justice, criminology, sociology, public policy, public administration, or other related disciplines will be considered.
Knowledge, Skills, and Abilities: -Skill in extracting, cleaning, analyzing, and reporting on quantitative criminal justice data. -Skill in using research methods to evaluate criminal justice policies, programs, or practices. -Skill in one or more common statistical packages, such as SPSS, STATA, SAS, or R. -Skill in preparing written and oral analytical reports. -Ability to coordinate and manage complex data-driven research and evaluation projects. -Ability to prepare research/evaluation reports based upon current research methods. -Ability to extract data from complex relational databases through the use of reporting tools such Access or Crystal reports. -Ability to visualize complex data for a general audience -Ability to write about complex statistical information in a manner that is accessible to a general audience. -Knowledge of research and statistical methods. -Knowledge of policy or program evaluation techniques. -Knowledge of the academic/policy literatures or work experience in relation to police and/or criminal justice policy is desirable -Knowledge of academic/policy literatures or work experience in relation to police oversight, police misconduct, and police internal affairs issues is highly desirable.

2/24: I know they did phone/skype interviews back in January. I don't know if they've moved on this or whether they'll be bringing candidates in for visits/further interviews.
